The IFC - International Finance Corporation is in early talks to provide financing for another major expansion at Indorama Eleme Fertilizer & Chemicals Limited (IFL) in Rivers State, Nigeria.
IFL, a group company of Indorama Corporation — a global manufacturing conglomerate with operations across Asia, Europe, Africa and the Americas — has operated the world’s largest single-train urea plant in Nigeria since June 2016. It is currently the largest fertilizer producer in Sub-Saharan Africa, with a total capacity of approximately 2.8 million metric tons of granular urea per year.
According to an early disclosure published July 27, 2026, IFC is considering backing the construction of a fourth ammonia and urea production line, known as Line 4, along with supporting infrastructure and an approximately 65-kilometer natural gas pipeline to secure feedstock from the domestic gas network.
The new train will be built on vacant land inside the existing Eleme industrial complex, requiring no additional land acquisition. It will include ammonia and urea production units as well as associated utilities, storage, and handling facilities.
This latest project would build on IFC’s strong track record with Indorama in Nigeria. In March 2024, the development lender led a $1.25 billion financing package to support the company’s third urea line and export terminal.
